- 1). Print your template of an elf head and cut it out.
- 2). Tape the outline of the elf head onto a wood block. Hammer finishing nails every 1/4 inch around the outline to make a jig for the wire wreath shape. Hammer nails at every curve, tip and dip of the ears so that the shape will be more accurate.
- 3). Unroll 10 inches of 22-gauge craft wire from the spool. Bend the wire into a small loop at the end. Fit the loop over any nail on the design. Wrap the wire around the outside of the elf head design, unrolling it as you go. Cut the wire from the spool after wrapping the shape completely. Twist the ends of the wire together. Slide the wire elf head shape from the nails.
- 4). Stack four sheets of green, white or red tissue paper on a cutting board. The colors that you use are subjective, based on your holiday decor. The elf wreath can be one solid color or a combination of colors.
- 5). Measure and mark 1 1/4-inch by 6-inch long sections over the top sheet of tissue paper. Cut the strips using a rotary cutter, pressing down to make the cuts through all four sheets.
- 6). Tie one strip of tissue paper around the wire shaping the elf head. Leave the ends of the tissue paper extended upward. Follow this process to completely cover the wire outline with tissue paper. Turn each tied strip slightly so that it is offset from the one beside it. This will make your wreath fluffier. Measure and cut additional strips of tissue paper as needed.
- 7). Cut a 10-inch strip of 22-gauge craft wire. Fit the wire over the wire at the top center of the elf head. Twist the wire to make a hanging loop.
- 8). Place a small Santa hat on top of the tissue paper elf wreath. Attach the hat to the tissue paper with hot glue. Make sure that the hanging loop is on the outside of the hat before gluing.
