- 1). Stack eight rectangular pieces of tissue paper, each about 20 by 30 inches, directly on top of one another.
- 2). Make 1½-inch accordion folds in the stack of tissue until it has been folded into a thick 1½-inch strip.
- 3). Tie floral wire securely around the center of the folded tissue paper strip. Trim any excess wire with scissors.
- 4). Spread out each layer of tissue paper by pulling the outer corners of each side toward one another into a fan shape.
- 5). Use double-sided tape to secure the pulled edges together.
- 6). Fluff each tissue layer after it has been pulled and taped together to achieve the puffy look of a pom pom.
- 7). Attach a ribbon to the floral wire to create a loop for hanging or, more traditionally, for a handle.
