- 1). Cut the fabric in half along the length, creating two 1-1/2 yard lengths.
- 2). Cut the elastic to be one inch smaller than the circumference of your waist.
- 3). Sew the two pieces of fabric together along one length, 1/2-inch from the fabric edge, creating one long piece of fabric.
- 4). Fold back the top hem of one of the pieces of fabric toward the inside of the fabric 1 1/2 inches. Place the elastic inside the fold just underneath the fold line. Fold an additional 1/2 inch of the fabric toward the inside of the garment with the elastic. The fold should be 1/2-inch below the bottom of the elastic. The elastic will be shorter than the fabric length.
- 5). Sew the waistline bottom fold edge, underneath the bottom of the elastic, being careful not to catch the elastic.
- 6). Stretch the elastic to reach from end to end and sew a vertical line 1/4-inch from each end to secure it.
- 7). Sew the two open ends of the fabric together 1/2-inch from the fabric edge, beginning at the top edge of the elastic and sew to the bottom edge of the hem.
- 8). Hang the skirt on a hanger or have someone put it on.
- 9). Use the scissors to cut the hem in deep, alternating length, rugged V-s, to create the uneven hemline. Leave the hem unfinished.
