Pick a blue and fill your canvas with the paint bucket tool. - 2
Go to the "filter" drop-down menu. Select "sketch" and click "halftone patters." Set the size to "1," the contrast to "10" and the pattern to "dot." These tones might not show up on the image, since they are like screentones and blend together when the image is smaller. From a larger view, the halftones can be seen. - 3
Go to the "filter" drop-down menu and select "noise." Click "add noise" and set the amount to "27." For this rendering, uncheck "monochromatic." - 4
Go to the "image" drop-down menu. Select "adjustments" and click "hue/saturation." Check "colorize" and set the hue and saturation to whatever you like.
