The youth of the valley and the proper administrators can bring the enhanced way outs in the system of the society and the civil administration. Divisional Commissioner Kashmir and Ladakh, Dr. Asgar Samoon in an exclusively interview, shared his views with MUSHTAQ MALIK.
What are the major methods of proper administration and the functioning of the system as smoothly as possible?
There should be the transparency in the system which is running through the civil administrators; common people should have proper right to know about the functioning of our system. Right to Information Act should be made effective and there should be no restrictions imposed on the questioning of administrators functioning.
The administrators are responsible to the common people and the betterment of their life. How far it is essential for the people to know the reality of the function of the system?
The obvious reality which is in front of everyone is that in an assembly session there is an question answer way of knowing and gaining the knowledge of the working of the government and the task of posing questions is done by the opposition parties same procedure is the right of a common person to follow and clear his doubts about the active administration.
Proficient administrators are the need of the time and for the scattered society. Do you think the efficiency of an administrator is the asset of the fair administration?
Surely, the most valuable quality of administrators is the efficiency of an officer to take care of the position and the liability which an officer has to furnish from time to time. Besides this there should be a proper training of the officials as there is always reshuffle of officials from department to department and there should be also a proper plan of not less than 2 years for the transfer of officials as sometimes the transferred officer has to take the charge of some new departments.
People are accusing most administrators of causing fracas and misconduct of public funds. Can you elaborate the reality in your own words?
The mismanagement of public funds by some administrators is somewhat a reality which we have to accept while being in the system but the system is not faulty as whole, there are some culprits and some were in the past who lost their vision and deceived people in many ways while dealing with the plans which were intentioned for the welfare of the common people. Recently Chief Minister, Omar Abdullah said that if there would be any complaint against any erring official, strict action will be taken against them.
How the cases in which the public funds were mismanaged by the some administrators have affected the credibility of system?
People are very well known about the fact, where the fault is hiding. In my opinion there are almost worthy officers in the system of administration. I myself disregard those officials who use their power for their wicked intentions. I will not say that the system is 100% free from the problems but by and large the rate of such activities has come down.
Why there is dawdling working seen in the projects, please give reasons?
There are many projects which are being put into action and construction by the agencies and the departments like ERA etc. As we all know the flyover which is being constructed at Hyderpora Byepass of Srinagar city from last many years is about to be made functional by the speedy work which was done in six or seven months so I can say that it needs co-operation from many ends to complete the projects as soon as possible.
The issue of unemployment in the valley is a serious concern from many decades and why the rate of unemployment is never obtained while utilizing the policies and schemes?
Unemployment is an important issue to tackle in one or the other way in the valley of Kashmir and for that there are always self employed schemes launched and the loans are provided to the youth at a very nominal interest rates and subsidy which the government is providing them in terms of generating their income.
Can u suggest any particular remedies for the menace of Corruption?
Corruption has became a part and parcel of the present system everywhere, there have been made thousands of efforts so as to get rid of this problem and contemporarily, it is also assumed that the rate of corruption is increasing and immediate steps and actions are taken by the government and private forums as well to combat with the corruption.
How do you take the allegation from the people for mismanagement of common utilities during the period of unrest in 2010?
This not a genuine comment that the people of Kashmir will make about us because we did early arrangements in the time of crises when there was a great shortage and the scarcity of the essential commodities. We were not allowed by the security at many times to reach to the places where the essential commodities were being sent. Despite odds in the functioning we managed to make availability of rice, water and other essential services in the valley which was a very challenging role for us at that time as law and order was totally disrupted all over.
Is there any reality in the issue that the administrators are manipulated by the politicians and they always compel the officials to do as they wish them to do?
Actually, it always depends up on the vision and the mind setup of the people to make necessary usage of their rights. When the system is said to be faulty then there is always doubt in the machinery of the working of politics and the administration is itself the product of the politics.
Being at the top ladder of the administrative level of Kashmir division, do you think that the change is taking place?
I think the change can be made by the youth of our valley if they will use their talent and the capacity in the right direction then the change for betterment cannot be stopped. I am very much satisfied with the change as the developmental work in the Kashmir is taking place at a constant process and presently common masses have at least minimum percentage of miseries as compared to the past.
Co-ordination is a fluctuating process from lower administrative level to the higher administrative level. Are you agreeing with this fact?
Yes, there is fluctuation in the administrative system and the reason behind the fact is the improper training and the average skills, which vary from administrator to administrator.
What kind of achievements have you gained so far from October, 2010 in running the divisional administration and what are your future plans?
Since, I have taken charge from October last year and in these months reality is before the people that electricity, water supply and many other projects which were uncompleted from many years are about to complete or some of them have got completed. My future plans will be the same as earlier which are intended for the welfare and the betterment for the common people and my aim will be the same forever.
Would you like to give some message and advice to the youth?
Yes, surely the youth are the future of the tomorrow. Today we are controlling the administrative system and tomorrow these youth will be at our place and my advice to them is that they use their talent in the better way so that they can mould the shape of the society in a happily environment.
