It maybe possible to swarms of launch super sonic heavy missiles, which will create huge sonic booms and shock waves as they fly.
Launching hundreds of these and weaving them against the Hurricane's wind at low levels we maybe able to significantly disrupt the eye wall.
If this is done during a re-formation near land it may prevent the huge damage normally associated with the strong winds of Hurricanes as the make Landfall.

These fast terrain-hugging missiles are called skimmer missiles and they can fly low enough to duck under radars and fast enough to severely disrupt the Hurricanes surface wind allowing local and regional airflows to get into the mix and further dissipate the intense circular airflows.
This strategy may not work entirely in defeating a Hurricane, but it can disrupt airflows using basic laws of physics to slow the winds of the Hurricane and deform its eye wall which will save lives.
