- 1). Measure and cut the amount of elastic or ribbon you will need. Sew the two ends of elastic together prior before you tie the tulle. Use a needle and thread to attach, or run the ends through a sewing machine. Ribbon bands are tied at the end of the project.
- 2). Hold a tape measure from the waist of the little girl and measure downward to where you want the skirt to end. Double the measurement for the length of the tulle strips. The strips will be 2 inches wide. Cut several strips of tulle; you can use more than one color of tulle for the skirt.
- 3). Fold the strip of tulle in half. Wrap the center loop around the elastic or ribbon, and pull the long, loose strands of tulle through the loop. Tighten loosely. You do not want to tighten the tulle entirely until all the tulle is attached to the ribbon or elastic.
- 4). Tie the tulle around the elastic or ribbon until the skirt is full. Tighten the tulle, and arrange to your preference. Put elastic tutus on by stepping into them and pulling upward. Secure ribbon tutus to the waist by tying the ribbon in a bow, and double knotting to secure.
