- FCC regulations concerning cell phone GPS tracking began with the basic 911 Act. The 911 Act requires cell phone service providers to route all 911 calls to a Public Safety Answering Point, or 911 call center, whether or not the cell phone user subscribes to wireless service.
- The FCC expanded upon the basic 911 Act to form the Enhanced 911 Act, enacted in two phases. E911 Phase 1 requires cell phone providers to release location information of the cellular base station so that emergency responders may better locate an individual.
- Phase 2 of the E911 Act requires cell phone service providers to procure and release cell users' Automatic Location Identification information to emergency responders, which involves GPS, triangulation and Wi-Fi technologies.
