The save-point room
At any point when you don't currently have an active quest, head outside the room at the top of the mall where the save point is located. Go through the air ducts into the section of the mall named Paradise Plaza. - 2
Paradise Plaza
Starting on the right side of the area, travel around the entire plaza in a circle, stopping in each store. Walk up to any of the areas in the stores--such as changing booths, shirt racks or clothes displays--that may have articles of clothing you can take. Look for a gray shirt symbol above the area to see if you can change what you are wearing in that spot. - 3
The courtyard
Change into every article of clothing that is available in the plaza, then go through the glass doors at the east end of the area to get into the courtyard. - 4
Wonderland plaza
Run to the north and go through the next set of doors to gain access to Wonderland Plaza. - 5
Earning the achievement
Go through both levels of the plaza and repeat the same process of changing into all of the clothing available in all of the stores. Change into a total of 20 different sets of clothes to earn the Sharp Dresser achievement.
