- 2). Work through Pennsylvania's Open for Business Online Business Registration Interview (OBRI) wizard to help you determine the best structure for your business. This online wizard will register your business with the Departments of Labor & Industry, Revenue, and State. Fees to register your business vary with the department you register with and the type of business you are creating. There are no fees to register your business with the Pennsylvania Department of Labor and Industry. Business registration forms are also available for download from the Pennsylvania Open for Business website.
