- 1). Review the North Carolina statutes and regulations concerning the selling and serving of alcoholic beverages. Laws regarding the sale of alcohol and mixed beverages are made at the county and local level and can be complex, as well as highly restrictive. For instance, the sale of wine with an alcohol content of between 16 percent and 24 percent, called “fortified wine,” isn't permitted in some counties, while wine with an alcohol content of less than 16 percent, called “unfortified wine,” might be. Cherokee and Graham counties are “dry,” meaning that the sale of any alcoholic beverage is prohibited.

Determine the type of permit or liquor license you need. There are two general types of permits in North Carolina: retail and commercial. The retail division issues permits for restaurants, sports bars, private clubs, grocery stores and other retail shops. They also issue special one-time permits for single events, such as fundraising events for nonprofit or political organizations, and limited special-occasion permits for individuals or groups hosting an event where alcohol will be served, such as wedding receptions and company parties. The commercial permit division issues permits for all beer and wine sales, as well as the manufacturing, importation, distribution, bottling or transportation of alcoholic beverages. - 3). Obtain the appropriate application package from the North Carolina Alcoholic Beverage Control Commission. This can be done by downloading the forms from the commission's website. For retail permits, this package includes the application for a permit, a local government opinion form, inspection and zoning compliance form, authority for release of information form, recycling compliance form, recycling self-hauling form, recycling exemption request form if applicable, and proof of alcohol seller/server training. For a commercial permit, the required forms are the commercial permit application, inspection and zoning compliance form and the authority for release of information form.

Attend a free training course offered by the Education and Training Division of the North Carolina Alcoholic Beverage Control Commission. It offers both on- and off-site training for business owners, managers and employees regarding the safe and responsible serving and selling of alcoholic beverages. - 6). Submit all the application forms appropriate to the type of permit for which you are applying to the NCABCC, including your fingerprint card, a copy of your driver’s license or other picture identification and a cashier’s check, certified check or money order for the required fees.
