- 1). Boot up your copy of "SimCity 4." Click an empty plot of land on the game's title screen to name your city and begin building.
- 2). Click the leftmost button to activate "Landscape Mode." Use this mode to raise and lower the terrain, plant trees and gardens throughout your city or create rivers and lakes.
- 3). Click the next button to activate "Zone Mode." Select one of the three zone options (industrial, commercial or residential), place your cursor on the land, click the left mouse button and drag the cursor over the ground to size your zone. Release the mouse button to finalize the zoning process.
- 4). Click the next button to activate "Transportation Mode." One of the most important modes in the game, this mode enables road and bridge construction, subway and train construction, ferry construction, highway construction and many others. Click each respective subcategory to access the different transportation options.
- 5). Click the next button to activate "Utilities Mode." This mode concerns electrical power plants and lines, water treatment facilities and pipes and garbage disposal. Click each of the three subcategories to access the various options for each.
- 6). Click the rightmost button to activate "Civic Building Mode," which contains buildings like the town hall, library, public school, museum and shopping mall. Click each respective building to select it from the menu, hold the cursor over the desired building location and click once more to begin construction.
- 7). Begin constructing your city by creating your zones. Industrial areas are best positioned well away from your residential areas, with commercial areas in between.
- 8). Add infrastructure to your city, including power lines and water pipes for each zone, roads leading to every area, subways for commercial areas and seaports for any lakes or rivers.
- 9). Build civic buildings around your city to increase the civic draw of your town. For instance, build schools and libraries near residential districts and shopping malls in commercial districts.

Watch your city grow as new citizens move in. Add trees, change roads, add new zones, develop unused areas and purchase new civic buildings to increase your city's population and income.
