Residents operating a motor vehicle on the roads and highways of Oklahoma are required to obtain a valid Oklahoma Driver License. Non-residents are required to possess a valid license from their home state. The rights and responsibilities for obtaining an Oklahoma license are governed by Title 47 Chapter 6 of the Oklahoma Statutes. House Bill (H.B.) 1804 was enacted on November 1, 2007. The bill requires new applicants and those renewing an elapsed license to provide primary and secondary documents to support an Oklahoma Driver License applicant's identification and citizenship status. Oklahoma defines commercial motor vehicles by class. Class A (Sec. 47-1-107.1) is a single or combination vehicle with a gross combined vehicle weight rate (GVWR) of 26,001 or more pounds. Class B (Sec 47-1-107.2) is a single vehicle with a GVWR of 26,001 or more pounds. A vehicle that transports 16 or more people (including the driver) is considered to be a passenger vehicle. A passenger vehicle that has a GVWR of 26,001 or more pounds would qualify as a Class B vehicle. The Class D license is the most commonly issued commercial license. Sec. 47-6-101 stipulates the type of license that is required for each vehicle class. Applicants must fulfill all identification, knowledge and skills requirements to obtain the appropriate license for the vehicle or vehicles that they plan to operate. Class A license holders are permitted to drive Class A, B, C and D vehicles. Class B license holders are permitted to drive Class B, C and D vehicles. Class C license holders are permitted to drive Class C and D vehicles. Certain vehicles require additional knowledge and skills. Additional testing is required and the appropriate letter endorsement is affixed to the applicant's Oklahoma Driver License. Sec. 47-6-105(B) through Sec. 47-6-105(E) permits persons under the age of 18 to obtain an Oklahoma Driver License according to Oklahoma's Graduated Driver License provisions. The provisions restricts the Graduated Driver License holder to driving only between 5 a.m. and 11 p.m. Exceptions to the driving time restriction include driving to work, school and church-related activities. A passenger restriction prevents the graduated driver from having multiple passengers under the age of 21.
